Once this ETF has bottomed out and traded steadily for one month, I would consider it a solid buy. As is, it is a marginal buy even though I believe it has yet to bottom out. I would estimate that this stock will rebound to its previous state. It will be a slow rebound, but a steady rebound and a solid investment at that point.
